HRD and Capacity Building Support

SRIJAN extends support to design and implementation of HRD and organizational development, and livelihoods promotion strategies to large state level projects in the field of poverty alleviation and water resource management (such as tanks and watershed). A typical project that we support would be multi district, multi block extending to thousands of villages and would normally employ a large number of field teams (50 to 150) each working in a cluster. In fact SRIJAN is credited with the conceptualizing the idea of facilitation teams consisting of educated professionals working directly with the community in a contiguous cluster of villages or panchayats. Idea was first conceived and implemented in DPIP MP, it has spread to Tank project in Karnataka and now to TNEPRP and DPIP projects in Rajasthan and Chhatisgarh too.

HRD Products. SRIJAN has developed the following HRD/OD products for various poverty alleviation projects such as DPIPs:

•  Salary survey design to determine deputation allowance and salary and allowance package for large development projects. Survey results were used to determine deputation allowance package for government servants joining MP DPIP. Salary survey has been used in other projects like DfID's Rural Livelihoods Project in Madhya Pradesh.

•  Recruitment and Selection System. All district and field teams in MP DPIP were selected based on this system. SRIJAN has trained several state government and national governments in recruitment and selection processes. SRIJAN has developed a manual to train.

•  Capacity Building Programme consisting of orientation, identification of the poor, rapport building with community, resource mapping and micro planning. Developed for all the 150 PFTs in MP DPIP. We also developed capacity building programme for World Bank funded Community Tank Management project in Karantaka.

•  Quality and sustainability (Q*S) assessment and incentive package for field teams. Rajasthan DPIP works with almost 90 NGO teams. SRIJAN developed criteria and system for assessing their performance in terms of quality and sustainability. The project will use this to assess performance of and award new contracts to NGOs.

•  GO-NGO Collaboration at district level . Processes for developing better collaboration between district project management units (Government) and field implementation teams (NGOs).

Year 2005-2006

Tamil Nadu Empowerment and Poverty Reduction Project (TNEPRP)
has been envisaged to encompass the initiatives undertaken by the government to immediately address poverty, livelihoods and empowerment issues in the rural areas of the state. In it new mould the project proposes to transfer decision-making, implementation and funds to the village communities with project teams in the role of a “facilitator” and mentor. This requires major attitudinal change in the project teams and quality facilitation support to the village communities. In this light, hiring the right people becomes a key challenge towards achieving project objectives. To address these challenges and ensure that the project objectives are met successfully, the Tamil Nadu Empowerment and Poverty Reduction Society has hired SRIJAN having proven skills in recruiting professionals through a process that is transparent, competitive, and gender sensitive. SRIJAN has the task of selecting fifteen district teams and about 200 PFTs

Reshaping Organisation structure and business processes in DPIP Rajasthan aided by the World Bank – Among many things, we set up state level GO-NGO core thematic groups for improving and monitoring the quality of sub projects, district level quality and sustainability teams (DQSTs), and developed a new method of assessing Quality of NGO work.

Assistance to Gemi diriya Project of Government of Sri Lanka in designing recruitment and selection systems for staff

Assistance to Jalswarajaya project Government of Maharashtra in training their state team in recruitment and selection of district teams.

Year 2002-2003 and 2003-2004

Lead HR and Capacity Building Support Agency in Karnataka Community Managed Tank Project aided by the World Bank . Project is to rehabilitate and hand over 2000 tanks spread over 9 districts and 34 Taluks. We are supporting Jala Samvardhane Yojane Sangha (JSYS) the agency promoted by Government of Karnataka to implement this project and partner NGOs (20 currently), by designing various modules and running orientation and skill building activities. Project is to provide financial support of over 500 crores.

Sectoral Support Organisation on Tanks in the Tikamgarh District.
SRIJAN is providing support to government Process Facilitation Teams (PFTs) working in World Bank aided DPIP project in the Tikamgarh district of Madhya Pradesh as an expert agency in Tank Rehabilitation. Apart from providing the technical support in conception and implementation of the project, SRIJAN is also assisting the PFTs with community mobilisation.

Year 2001-2002

Designing and Implementing HRD and Capacity Building Programme for DPIP, Madhya Pradesh. SRIJAN is designing capacity building modules ranging from PRAs, Group Formation to Micro-Planning, client being field implementation teams in some 14 districts including those in Bundelkhand. DPIP is a World Bank supported anti-poverty programme, investing 100 million US dollars over a period of five years. This is the first year of this project.

Capacity Building Organisation for Field Implementation Teams, DPIP Madhya Pradesh. We are a resident capacity building organisation in Sagar division, providing support to 6 field implementation teams in Sagar, Raisen, Tikamgarh and Damoh districts.

Year 2000-2001

Capacity Building Support to NGOs, Rajasthan. Eastern Rajasthan , particularly districts of Karauli, Sawai Madhopur, Dhaulpur, Baran, and parts of Bharatpur and Alwar are very poor. Some of this area is so poor in infrastructure that no government official has ever visited the villages. Dacoits also infest some parts of this region, called Dang situated in Chambal valley. We have been supporting SSD (Society for Sustainable Development), Karauli, and Rajasthan.

Policy and project design support to donor agencies and recipient governments

Himachal Pradesh Mid Himalayan Watershed Development Project : SRIJAN is working with the Government of Himachal Pradesh to develop a Project Implementation Plan, which can be used as a management tool to guide various partners involved at different levels to effectively implement the project. Besides this SRIJAN is also designing a Community Operations Manual for use by the village community and Gram Panchayats. Project is to develop 46 watersheds between elevation of 800 to 2000 metres and mountain livelihoods in 540 panchayats

Co Moderating and Designing PRI centric rural development programme in Rajasthan for Swiss Agency for Development and Cooperation, New Delhi . We conducted a study into possibilities of NGO's collaboration with PRIs specifically Gram Panchayats and Ward Panchayats and then worked with other team members to design an appropriate programme. Our report on NGO-PRI collaboration is likely to be published by June 2002.

Year 2001-2002

Country Strategy Planning for World Food Programme. The India Country Programme basically consists of two activities: assistance to vulnerable women and children through support to the Integrated Child Development Services (ICDS) programme of the Government; and providing food security and development support to tribal and scheduled caste people in isolated forest areas.

Designing Participatory Irrigation Project for Government of Madhya Pradesh and ICEF (Indo Canada Environment Forum). Project is first of its kind in MP where Water Users Associations would be strengthened to take over the operations and management of tanks and canal systems in six sites (2 tanks, 3 medium and minor irrigation and one large irrigation systems). SRIJAN is likely to be a partner NGO during implementation. Project investment is likely to be about 12 crore Indian rupees.

Lead Design Team for Madhya Pradesh Livelihoods Security Mission (MP-LSM) We have been engaged to lead and support the design process for the MP-LSM, which is sponsored by the DFID, India . The project is expected to cover 20 tribal districts. Development investment is expected to be to the tune of 100 million pound sterling over a period of seven years.

Year 2000-2001

Strategic Support to Government of Madhya Pradesh in designing and implementation of a poverty alleviation project called DPIP, funded by the World Bank implemented in 14 districts and about 2000 villages. We worked as the main design agency and integrated inputs from various resource persons and stakeholders within government and outside. Our Support has been in the following areas: (i) Assist in designing institutional structure (ii) Design, test and put in place Recruitment and Selection system for Government staff joining the project on deputation; (iii) Assist in setting up a Salary and Benefits Package for Government, NGOs and contract staff; (iv) Develop and demonstrate a capacity building package for field implementation teams called Project Facilitation Teams (PFTs) - this includes orientation to DPIP philosophy; exposure trips, PRA and other mapping exercises, and skills in group formation and micro-planning; (v) Design NGO selection mechanism; (vi) Write Operations Manual.

Designing Institutional Strategies for Government of Rajasthan for DPIP funded by the World Bank . We designed institutional structure for governance and control, village level processes for promoting groups and interface with PRIs, and strategies for collaboration with NGOs and methodology of NGO selection

Designing and Appraisal of PAHAL, a watershed/NRM project in Dungarpur, Rajasthan For Swedish Sida . A prominent feature of the project was government-NGO partnership at the highest level and autonomous PAHAL Society to run the project. Project Size approx 7 mio dollars.

Designing Five-Year Northern Regional Strategy For Action Aid . Strategy spanning the years 1998-2003 covered Rajasthan, Himachal Pradesh, Uttar Pradesh and Delhi and covered a broad range of sectors.

Building Area Development Strategies and Providing Support to NGOs in MEWAT Funded by Aga Khan Foundation . Mewat is a sensitive minority (Muslim) dominated area close to Delhi , which is economically prosperous but presents a grim situation with respect to violence against women, literacy, reproductive health and ground water situation. We supported three NGOs in the field of NRM, health and education.

Research for advocacy for pro-poor policies and Studies in GO-NGO collaboration

Conducted research on the possibilities of having an Integrated Approach to Water Management in Micro Basins by Communities
Supported by Sir Ratan Tata Trust. The study was done in Karnataka in the three districts of Haveri, Tumkur and Bidar to develop strategies to integrate groundwater management with surface water, to achieve sustainability, and stopping the decline in groundwater.

Conducted Policy Research on Pro-poor intervention strategies in Canal Irrigated Areas of MP as a part of Asian Development Bank supported six country studies.
This is being done in collaboration with International Water Management Institute, Colombo.

The study based on SDC's own projects and those of selected bilateral donors in Rajasthan and Karnataka, would recommend policies and guidelines that SDC should follow in designing institutional arrangements for partnership among donors, government, NGOs and beneficiary communities

Sponsored by Ford Foundation and Government of Rajasthan. The study came out with publication "Negotiating Spaces," that was widely disseminated.

Support for Conflict Resolution among Government-NGOs and Build Partnership in PAWDI,
a SDC supported watershed development project. Directorate of Watershed Development, Department of Agriculture and two prominent NGOs, Sahyog and Tarun Bharat Sangh were partners in this project.

Mid term Review of people centred institutions created under Andhra Pradesh DPIP,
a World Bank aided Government of Andhra Pradesh project. Project is in six districts of Andhra Pradesh and has promoted some 100,000 SHGs, which are federated at Mandal and district levels.

Supervision Mission of Rural Women Development and Empowerment Project


Of the World Bank and IFAD . We evaluated the project focused on promoting women's self help groups in 35 districts in six states, namely, Bihar, Gujarat, Haryana, Karnataka, Madhya Pradesh, and Uttar Pradesh. Project size 39 mio USD approx.

Evaluation of Working and Impact of Water Users' Associations (WUAs) in Rajasthan. WUAs were promoted in 23 minors by the Irrigation Department and Command Area Development, Kota of the Government of Rajasthan, in a project funded by the World Bank.
